4) They took all the details of his ID at the scene to make sure they could arrest him later after they had gathered enough evidence (reports, eye witnesses) to be sure of a case. The Police Department had not seen the act themselves.

That is a BS excuse that they have to witness a crime to make an arrest!

If that guy hadn't claimed to be a retired cop he would have been the one arrested.
