if it wasn't deliberate is was certainly gross negligence.

i think normal people allow a considerable buffer around that area to avoid accidents.

it would have been easy to reach out at shoulder level instead of breast level, to stick out his arm without pressing into her, to angle the palm any direction other than directly into her breast....

my take was that it was deliberately done as a non-verbal way of saying "f--- off". designed not to merely block her or suggest she leave but to make her uncomfortable staying.

To me it looks like he looked before placing his hand exactly there. Doesn't look like an accident to me

to push her away with his fingertips. I think it was reflex, and when he
realized where his hand was going just pushed the side of her jacket
where boobs are located. He was concentrating on the other guy speaking.

She was smiling, the politician says "just give us a minute" to her ... did he
know her? Like she's an aide, or with him at least. Then she swipes the reporter,
or smacks him on the arm.

....as grabbing her lapel. Not sure he'd deliberately grab her breast in full view of man he's speaking to and of cameras. It landed inadvertently, in my view.
