1. 1st Rec, with an encyclopedia reference

According to Britannica.com,
Scaramouche, Italian Scaramuccia, stock character of the Italian theatrical form known as the commedia dell’arte; an unscrupulous and unreliable servant. His affinity for intrigue often landed him in difficult situations, yet he always managed to extricate himself, usually leaving an innocent bystander as his victim. Scaramouche was originally a variation of the commedia character Capitano, a braggart soldier.

While I'd hardly call the chief of staff an innocent bystander, the description is otherwise spot on.

2. wow, what irony

He could have been named by Dickens, if this were a novel.

Or a character in Pilgrim's Progress
