This question was on my mind too. So I looked it up. https://www.irs.gov/about-irs/criminal-investigation-ci-at-a-glance

There is a Criminal Investigation department of the IRS. Just like the Navy CIS, etc. I would guess, and it's only a guess, they'd be the ones with the jurisdiction and authority to arrest people.

It would be rather interesting if they had to arrest their own Commissioner and the Treasury Secretary. I suspect there are career people in the department who would have no trouble doing that though. People who actually believe in the oath they took. Unlike Trump and all of his people who lied as they raised their right hands and place the other on a Bible.

This is better than fictional TV.

fails to perform any of the duties of his office or employment." The argument may be that defending executive privilege against a partisan attack is among their duties.
