He said it would be "unconstitutional" to file an indictment -- or even prepare a sealed one for later use -- against a sitting president.

That's a DOJ opinion.
Reminds me of papal infallibility and sovereign immunity.

Perhaps the most important point that emerges from a review of all the opinions is this: only once has the United States addressed the question of whether a president can be an unindicted co-conspirator. The conclusion was an unequivocal yes. Richard Nixon was so named in the Watergate indictment, and that inclusion was sustained by Judge John Sirica and defended by the United States in United States v. Nixon. (The Supreme Court did not resolve the question.) No department opinion or filing has ever contradicted that position. The fact that it is permissible to name a sitting president as unindicted co-conspirator, moreover, tends significantly to undermine the only argument against indicting a sitting president.

he was environmentalist and even created EPA. By 1970s standards, he would be considered a progressive politician. He endorsed ERA, he had Obamacare-like initiatives for healthcare, etc.

Start the impeachment inquiry. I can hear it now, a number of Americans want to see an Impeachment inquiry.

He avoided completely investigating (did not subpoena Trump to testify) and avoided stating the obvious on obstruction because he felt he couldn’t indict and felt that if he opined on the issue POTUS wouldn’t be able to defend himself as he could do in a court of law. That is too bad. No one told Trump to obstruct. To say he can’t indict is a license for Trump to continue illegal behavior. Truly a mistake in my opinion.

He could still state in the report which laws trump broke. He doesn’t have to charge him with anything but report the facts.

US stocks continued to slump at session's half as a report by Special Counsel Robert Mueller weighed on the markets, adding to the already bearish sentiment.

The report indicated that Russians had in fact interfered with the 2016 presidential election and suggests it is up to Congress to determine whether the president committed a crime.

Earlier, sentiment was weighed down by global growth fears as the trade war between the US and China continued, with Beijing saying it is planning to use restrictions on its rare earths as a weapon against the US, in an apparent retaliation to Washington's move to impose sanctions on Huawei Technologies.

has done a biopsy on the Orange Growth, and found it malignant.

It is now up to a different surgeon to perform the removal procedure.
