Nonappropriated means money Not obtained through Congress. It's profits from soda machines and coffee messes. Any fees or charges for use of MWR facilities which usually run the daycare centers, bars and movie theaters. Frequently they involve civilian businesses and share the profits.

Nonappropriated funding can be used for just about anything and thievery is a problem.
