hasn’t been enough testing, and CDC screwed up first batch of test kits.

..authority to commit to free testing; he hedged..said he'd have to check with HHS. Porter emphasized to him that he didn't have to ask anyone--he knew that right? I'm not so sure that he did which is perhaps why she pressed him to answer in the affirmative.
