So instead of them paying the paltry sum of 15% on capital gains, he's advocating that we lower capital gains so they pay closer to the 0% that they can find offshore.

He's not demonizing the practice; he wants the practice instituted in the U.S.A.

People are missing the point. He is praising the practice of dodging taxes and wants people to dodge taxes by using the USA instead of the Cayman Islands.

His idea is even worse than simply slamming the practice.

on some trumped up pretext (see Reagan Invades Grenada). I would confiscate all the bank records and prosecute the tax evaders and seize all their assets (see Black Man Driving Car While Holding an Ounce of Marijuana).

This is how real Americans deal with a threat from a foreign power like the Caymans.
