IMO, is the aid to states and cities, who must balance their budgets. They are in terrible shape, and critical programs are at risk of being cut or decimated. This money will do invaluable good, and avoid stressful state/municipal property or income tax hikes in the bargain.
I know people are focused on getting their individual checks, but this aspect of the bill (and others) are equally important.
