He is clearly responsible. He knew in January, we know that from Bob Woodward's taped phone call, but nothing happened nationally to the middle of March. Trump turned the pandemic press conferences into campaign rallies and advocated taking Hydroxychloroquine and drinking bleach. He told people he knew more than the doctors and scientists and his "followers" believed him.
