And there should be some penalty when they turn them off which seems to happen regularly.

... but some judges too.

I was seated in a courtroom (awaiting my trial for a minor traffic violation) years ago, and witnessed the judge berating an OLD woman (who was white, btw) in a wheelchair because she didn't fulfill her previous "community service" sentencing of picking up trash along the sides of roads. The woman seemed to have some mild dementia too, but she was still cognizant enough to say that such community service would be impossible for her and she'd asked about alternative service to a probation officer.

The judge was screaming at her that she either fulfilled that community service or she was going to jail.
