They never said he didn't take them. And the reason they were "on the floor" was that they were placed there for that display photograph. There are likely also photos of the various places - closets, drawers, etc. - of where these classified documents were found. 
Or the ones that are still secretly hidden? They should have taken that place down to the wall studs and foundation. Wonder what else he has in there?
