Of a desperate man who can feel control slipping through his fingers.
I doubt very much that anyone but the most desperate Russian men are going to comply. Those with means will get out of the country, the rest will find other means.
As for the threat of Nukes, that could be Putin's undoing. No Russian Generals want to ignite a nuclear war. No one wants to go down in history as the one who did. I suspect if he makes such an order, his end will come shortly afterwards.
We will hear classical music on Russian airwaves, and an announcement that Putin has departed.
Either that or this will get real messy.
