They have fought wars over it. Basically in a nutshell, to the Armenian people who live there, who call the area Artsakh, they consider it an independent state, but to the UN and Azerbaijan, the area, called Nagorno-Karabakh is recognized as part of Azerbaijan. It's as much of an ethnic conflict as it is a territorial one. But Azerbaijan and Turkey basically are friends, and both are dictatorships. Of course, with the war in Ukraine and the sanctions on Russia, much of the oil has been going through Azerbaijan, so many Armenians, especially the diaspora, think that a lot of the countries are using that to distract from the fact that Azerbaijan is trying to commit genocide of Armenians in Nagorno-Karbakh. However, Azerbaijan argues that the Armenians had done pogroms against Azerbaijanis, and that they are just as guilty of doing the same thing. As of right now, there are clashes still going on in addition to the blockade
