This is notably the case in Argentina, where apologists of the fascist Videla dictatorship (1976-81) still hold a grudge against Carter for holding Videla's feet to the fire.

But it worked: According to first official Argentine report, disappearances did in fact slow from 3,600 in 1976 (the real figure for '76 was likely twice as many or more) to 46 in 1980.

Carter had a lot to do with that - and did so against vehement Republican opposition (especially Kissinger's).



He was belatedly awarded the Order of the Liberator San Martín - the country's highest decoration to any citizen, Argentine or not - in 2017.
