Who is this guy that pops up between commercials.

I see this guy on TV most nights. Usually late night when I am watching Colbert, but other times too.
Between commercials, his head pops in for a second or two.
Anybody else see this? and anybody know where he is from and why we see this? I am in the New York area.
I am guessing it's a little snip from a commerical or PSA that somehow got stuck in the system.

10. Is it a PSA that your station was a tad slow to replace with a local commercial?

I got so mad when I noticed one of my stations sloppily playing local commercials over PSAs, that I called them up. They told me there were points in the hour where they were allowed to do it and they couldn't time it perfectly and that's why I was seeing the first second of a PSA before the local commercial kicked in.
