Saw this in Idaho where we are camping.

But bottom-line I think it's meant to 'tactfully' convey ... that there's shit below this lid, i.e. that 'this is part of the sanitation system'.
Granted, "Sanitation Sewer" would make more sense, and it IS arguably an oxymoron ... but I used to see that on those lids all the time growing up.

I saw them in SoCal also.
Apparently we don't have the technology to produce them.
