I worked at a Japanese corporation for 10 years.
They tried to anticipate EVERY possible calamity.

No doubt glad that there was a fence between him and the papier mache rhino.

Preparedness drills are always a good idea. Japan does them quite often for many reasons: earthquake, typhoons, escaped zoo animals (okay, that one's a first for me). It's a great idea.
