What is wrong with Mitch McConnell's lips?

They're purple, makes him look like a corpse (no offense to actual corpses) what causes this?

Some causes could be COPD, pulmonary edema, pulmonary embolism, emphysema, acute respiratory distress syndrome, cyanosis, or a number of other disorders that negatively affect the cardiac or pulmonary systems.
