Ever try to access a web page and at first it comes thru looking like streaks of ink down the screen

Then it straightens out.

What makes it do that?

But I know what you're talking about. I have to use online PDF forms from a state court website, and it happens quite often to me. I just reload until it's normal. Sometimes takes a few times.
