Supposedly, fish do not have emotions, so what learned response is going on here?

I'm guessing they enjoy the petting because it scratches an itch or just feels good.

but since the scuber is cleaning the tank with a suction hose, there's probably food getting dislodged.

Also, as mentioned above, probably feels good to be scratched. Just imagine not having arms or legs but having an itch? I think that's why those that can leap out of the water to fall back on it--slapping the water scratches an itch.
