I don't see any other abbreviations, and I'm not sure what's obscure about "Dept."

clearly isn't what the poster intended.

The first time you want to say something, spell out what it is, then use the abbreviation. And I don't mean the very first time ever, I mean the first time in any given thread.

abbreviation or acronym after that.

I was with the Redd Cross blood services and none of the training materials followed that rule and it drove me crazy! They did have a master list of all acronyms for us at least.

I also try and follow headline rules in my titles to save people clicking on stuff they don't care about.

Smileys and emojis have the same basic function as abbreviations.

People who want to communicate to people take enough time to say what they have to say, instead of expecting you to figure out what they're saying. If they won't even try to communicate with me, then I just quit reading their failure to communicate.

I must add this idea: "Getting it right, takes time"

...If someone writes a post at Democratic Underground, sometimes it takes a lot of time to get it correct.
Punctuation, Spelling, Content, How does it read, and how does it feel after reading, Are You getting the
point across clearly and simply, and more too. A whole lot more than I know.

...Sometimes it takes a half an hour for one post. Sometimes far less, and sometimes far more.

...Last idea: If it were easy, it would be easy. I post a lot here, and please believe this: It is NOT EASY.

Take it as it has taken some day's consideration of youth with wistful yearnings trying delicious yogurt confections you buy in dry yellowed dairies.

I think the OP is talking about those we don't know.
