There's no excuse to allow your cat to get that big. It will shorten his or her life as well as causing unnecessary pain to the animal.

I have one who isn't THAT big, but he's big (18 lbs).
I had him on a very controlled diet for an entire year (1/4 cup of dried food twice a day, no cheating), and we exercised regularly (laser dot chasing).
He gained half a pound during that time.
The vets can't find anything else wrong with him that would cause him to be so big.
I agree that pet obesity is a big problem and that lots of people let their animals get way too fat... but in a few cases, it isn't because the pet's person is neglectfully overfeeding the animal.
