Elsa's Law: if you could spare a few moments for the starved filly found frozen to the ground

please sign the petition to change Utah's laws regarding animal cruelty. After choosing to abandon a mare and her 18 month old foal, helpless in a paddock, to starve, dehydrate and freeze without even attempting to get help when he "couldn't afford to feed them," the killer faces 2 misdemeanor counts. There was and is help available if you try. The proposed law is far from perfect, but in an area where ranchers will not protect livestock, it's the best they believe they can pass at this time.

There are 2 petitions: one is for Utah residents and the other is for the rest of the world.

I made an exception - I don't support change.org who are a profit oriented outfit based in Delaware for tax reasons..
