Reality Checkpoint!

I have for some time been curious about the inexplicable construction code requirement for public restrooms that makes it necessary to place the toilet paper rolls right where it hits my arthritic knee. Surely there is such a requirement because I have NEVER been in a public restroom where this is not a standard annoyance!

They put the gigantic toilet paper dispenser above the safety rail. It works great, even if you only have the use of one hand.

The worst one I had to try to use recently had the dispenser with the bottom about 18" above the floor. Of course, the person who refilled the thing did not start the roll. I could not bend my right arm to get into the dispenser far enough to reach the roll, and at that time my left hand and thumb were still in a brace so while I could conceivably get into it with the left hand, it did me no good.

I had to beg for someone to pass me a partial roll I had seen sitting on the sink as I entered the stall.

Some of the construction here is just strange. Most small buildings are thrown up in a matter of a month or two.
