I used to work there.
It totally looks like some sort of grand European building...that's what Hartford was supposed to be, strived to be...the most European of the American big cities. It just never got all that big or European...but Hartford was drawn and laid-out to have those kinds of grand structures and wide pedestrian boulevards and lots of parks...a Paris of the Americas.
