It was a poem about ordinary people. Very short. Written in the first person. It's about an observation how there are moments when "ordinary people" look up from their work and for a moment, there is a connection. And then they go back to their work, cutting themselves off again.

I suspect that the writer was talking about class differences in England, but I do not know for sure.
