Probably being used in a movie -- you can see the cameras. Tires so it can be moved, the shot was probably from around waist up or thereabouts.
He's probably taking a break and mugging it for the still, as though he were driving the thing. But you notice there is no source of propulsion.
Having said that, it does look like the steering wheel can turn the wheels, which is interesting.
