The video is from May 1962
It is of a birthday celebration for President Kennedy held at Madison Square Garden. It was a fundraiser for the Democratic Party.
I was inspired to put it up today when I read that President Obama is planning a big 60th birthday bash this summer on Martha's Vineyard.
