Cuomo: DiNapoli ‘should educate himself’ on job-creation incentives
Gov. Andrew Cuomo in the Buffalo area Tuesday pointedly called out state Comptroller Tom DiNapoli and the Legislature for recent criticisms of the states incentivized jobs programs.
I think hes dead wrong, Cuomo said flatly of DiNapolis questioning of tax break programs used for economic development. He should educate himself in the area.
DiNapoli has scrutinized various state jobs programs, including the Start-Up NY and the Excelsior Jobs programs, and has questioned whether state incentives are actually worth the money being spent. A DiNapoli audit of Start-Up last year found a national advertising campaign cost at least $45.1 million, but the states annual Start-Up report showed whats been criticized as a small bang for the buck in terms of actual jobs created thus far by the program.
A scathing audit on the Excelsior program released in July spanked the state Empire State Development Corp. for a lack of proper oversight of the program. ESDC called DiNapolis report inaccurate.
