Just what is the holdup on the Arizona budget?
When the Great Recession opened a more than $2 billion hole in Arizonas budget, lawmakers shored up the spending plan by mid-March. Two years ago, with state finances improved but its budget still out of balance, the Legislature closed a $1.5 billion funding gap by early March.
This year, with the state's books in good shape, many expected Gov. Doug Ducey and the Republican-led Legislature to make short work of the budget to move "at the speed of business," as the CEO-turned-governor is fond of saying.
But that's not what's shaping up at the Capitol.
With remarkably little in dispute relative to the nearly $10 billion budget, some predict the governor might not see a spending plan on his desk until June.
