Lawmaker submits bill to create $125 filing fee for FOI complaints

HARTFORD — A state representative from Easton is proposing a $125 filing fee for complaints under the Freedom of Information Act.

Rep. Adam Dunsby, a Republican, who also serves as his town’s first selectman, said he feels the state needs to impose an obstacle to stop residents who file multiple FOI complaints. Dunsby said one resident filed 135 complaints with the state’s FOI Commission between 2015 and 2016, while a handful of others each filed a few dozen.

“Someone who’s filing 135 complaints probably doesn’t have information as their primary concern,” he said. “Probably what they’re trying to do is harass or intimidate public officials.”

The fee would be refunded in cases when the complainant prevails, according to Dunsby’s proposal.
