It might be a little beyond your budget, but VERY close to UT... we're talking biking distance, although the bridge might be nerve-rattling. DI has a very "small town" vibe, and its own "downtown". Close to downtown Tampa and the TBT Forum, plus library museums etc.
Otherwise, check out Seminole Heights, which is the upcoming "hip" neighborhood. Many good resturants, craft beer breweries, etc. Just a short drive from UT.
Also, WMNF 88.5 FM is a community radio station you'll probably like. Its one of Tampa's jewels.

but you may want to try some of the area around McDill, Davis Island, or some affordable places a few blocks off of Bayshore. If you want to rent and not buy, there are some bargains with older houses that have been turned into apartments or some whole buildings. Dated appliances, but walking and biking distance from the water and near UT.

Davis Island is nice, but pricy and floods regularly. Just drive around the old neighborhoods looking for signs to rent or renovate. I'll bet you can find a bargain in a residential section that's competitive to the traditional apartments.
