Clinton, Missouri, declares civil emergency as COVID-19 positivity rate nears 30%

CLINTON, Mo. — City officials in Clinton, Missouri, have issued a civil emergency as the COVID-19 positivity rate soars.

Mayor Greg Lowe said community spread is at its highest in Clinton since the pandemic started with the positivity rate at 29%. That means more than one-quarter of all people tested for the virus in Clinton are positive.

The civil emergency gives city departments the ability to request resources from regional, state and federal agencies if needed.

But for Clinton residents the real impact will be the closing of several city buildings. Starting Monday, the City Hall, police department, fire department, community center, aquatic center, Benson Center and street department are all closed to the public until at least Dec. 1.

The Area Transportation Service will not resume service until at least Dec. 2.

There is no mask mandate in Clinton or Henry County at this time. The new civil emergency only strongly urges residents to wear a face mask when there is “the possibility of exposure to non-household individuals.”

Pennsylvania is bad, but they test so few people that their "infections per 100,000 people" keeps low. They're testing less than 1/3 the percentage of people compared to nearby MI and OH, for example, and it's been that way in PA for months! (Their death numbers tell a different story.)

2. From the Missouri COVID website

24.3% reflects the total number of positive PCR tests in the past 7 days, divided by the total number of PCR tests in the past 7 days. This methodology is used by CDC.

43.6% reflects the number of individuals who have received their first positive PCR test within the last 7 days, divided by the number of individuals who have received their first PCR COVID-19 test within the last 7 days. It is higher because it "de-duplicates" individuals who have already received a test prior to this 7-day period.

4. It's a small town

of 9000 or so people in a red state with a governor that has refused to declare mask mandates despite having contracted the virus himself. The rising positivity rate in MO doesn't seem to change minds there at all. All the surrounding states have their own problems with the virus so going somewhere else won't help.

I think we're about to get the true mass deaths that were being talked about. The fact that a million people didn't instantly die led most to be complacent about the whole thing. "It is a hoax." Wrong.
