I have a lousy memory for unfamiliar names.
I was thinking maybe he was in the state legislature, which didn't help.

I googled Kansas city council member Reed and got some hits

He's young and inexperienced so a small group is making a big to-do about it.

He's young and won a close election (or maybe primary?)

The recall is being spearheaded by one guy who is angry over a couple issues. I gather he just has a lot of time and money to plant signs all over the district.
