De Blasio set to announce drop in small-business fines

Sally Goldenberg

The city plans to generate less revenue from a slew of small-business fines, Mayor Bill de Blasio is set to announce today when he unveils his Fiscal Year 2015 executive budget, according to several sources briefed on his plans.

He is expected to announce that the projected total the city will collect from such summonses is dropping by 8 percent, to $789 million in Fiscal Year 2015, from $859 million in FY2012, the sources said.

The mayor will specifically target tickets issued by the Department of Health, which hands out violations to restaurants as part of the grading system implemented during the Bloomberg administration.

Those fines are projected to drop 44 percent—from $54 million in FY2012 to $30 million in FY2015. In FY2014, the health agency projected to collect $36 million from summonses, the bulk of which comes from eateries.
