Republican senator introduces marijuana bill, without smoking

ALBANY—Republican senator Phil Boyle has introduced his own version of a bill to legalize medical marijuana in New York State, which would not allow for smokable forms of the drug.

The bill is more restrictive than one introduced by Independent Democratic senator Diane Savino, who says she has 39 “yes” votes in the chamber for her Compassionate Care Act, enough to pass it into law.

Boyle's bill reflects Republicans’ concerns over legalizing smokable forms of the drug. Republican Senate leader Dean Skelos has said he is now open to legalizing marijuana, but is more inclined toward allowing only oil-based forms of the drug.
