VOCAL-NY wants legislation to cap housing costs for NYC residents with HIV/AIDS

By TIFFANY BROOKS

A group of about two dozen advocates rallied Tuesday on the Million Dollar Staircase in the Capitol to support legislation that would provide rental assistance to people disabled by HIV/AIDS in New York City.

"We need them to commit to a vote, to pass this piece of legislation to protect the lives, to improve the integrity, and to improve the health of people living with HIV and AIDS in our city," shouted Jason Walker, a housing network coordinator with VOCAL-NY HIV/AIDS.

In 2010 the bill passed through the State Assembly and the Senate but was vetoed by former Gov. David A. Paterson. It will be reintroduced by Assemblyman Robert Rodriguez, D-East Harlem, this week. Advocates hope that because of Gov. Andrew Cuomo's past support of affordable housing, the bill will succeed this time around.

The bill guarantees that disabled low-income New York City residents living with HIV/AIDS who are qualified for rental assistance would pay no more than 30 percent of their income towards rent. This would allow homeless and low-income HIV/AIDS residents with affordable housing, making it equivalent to other state housing programs.
