Paulin, Dinowitz bills aim to give rape victms more power in custody cases

By TIFFANY BROOKS

Assemblywoman Amy Paulin, D-Scarsdale, and Assemblyman Jeffrey Dinowitz, D-Bronx, held a press conference Wednesday to propose amendments to the current Domestic Relations Law.

Paulin has introduced bill A.07188 which prevents courts from issuing orders of visitation and custody to a person convicted of sexual assault in which a child was conceived as a result.

Dinowitz sponsored a similar bill that prohibits the court from awarding custody or unsupervised visitation to a person charged or convicted of raping the parent of the child.

"You can imagine the horror when a woman who is raped finds out she is pregnant. So not only is she dealing with the emotional trauma of rape and deciding whether to keep the child, she may be faced with the cruelty of having to allow the rapist to visit or help raise the child…Currently the law does not sufficiently protect the woman from her attacker," Paulin says.

That was my reaction, and also what took them so long in proposing this. hrmjustin Jun 2013 #2

a world which did not hate women, rapists would NEVER have ANY sort of rights with regard to a child conceived by their violent, hateful act.
