Carlucci, Gunther introduce bill to help disabled persons find work

In an effort to help put more disabled persons into the state workforce, Sen. David Carlucci has introduced a bill incentivizing companies to hire people with developmental disabilities by offering tax breaks to employers.
The "InspireNY" bill would allow businesses that hire persons with disabilities to qualify for a tax credit of up to $5,000 for full-time employees and $2,500 for part-time workers.
Carlucci, the Senate Mental Health and Developmental Disabilities Committee chair, says the bill is a response to the 2009 U.S. Supreme Court case of Olmstead v L.C, in which the court ruled persons with disabilities should live an integrated life in a community setting as opposed to an institutionalize setting. As a result, the federal government is encouraging sheltered workshops which primarily employ developmentally disabled workers separately from others to be shut down.
