New York lawmakers looking at tax credit bill as a "different way" to do DREAM Act

In an effort to placate supporters of the DREAM Act, legislative leaders and Gov. Cuomo may expand the education tax credit measure supported by Cardinal Dolan to cover charitable donations for college scholarships.

The proposal, which has emerged as one of the final issues still remaining in budget discussions between Cuomo and legislative leaders, is being billed as a way to provide additional tuition assistance to the children of illegal immigrants while still not using state-funded programs like TAP.
