But does it make any real sense to spend millions of dollars rebuilding in areas that are now proven to be at high risk during storms? What happens the next time all these rebuilt homes are wiped out? Do taxpayers have to cough up millions for displacement that could have been prevented?

It would make more sense to give the money to the displaced, for them to buy homes outside the high-risk areas.
