Need help with NC Medicaid question

I am getting NOWHERE calling all of the standard numbers which result in a "press this number" neverending loop because I simply have a question. I'm not ready to apply.

Actually, it's for my daughter and I'm trying to find something out in case she needs to apply.

The last time we started the application process, we were told she would have to file for child support in order for my daughter to receive coverage; the baby could no matter what. She didn't proceed because the baby was still under the father's insurance at that time as they tried to work things out. I don't know if that requirement is a state-by-state thing or what, but I have read old articles about trying to change that law precisely because of abuse situations where the mother just wants freedom and doesn't want any legal ties to the father -- for her or the baby. But the father's name is on the birth certificate.

Linking Medicaid coverage to mandatory child support legal processes is a huge problem when the father 1) abandons the family and 2) the mother doesn't want to have any legal ties to him [they're not married] because of abuse and abandonment -- and doesn't want to file charges. She just wants to be DONE.

Do any of you know if there is a clause or something that negates the child support requirement, when the father is not in the picture and the mother wants it that way?
