1. I think it's the LAPD who have

"to Serve and Protect" on their cars? Of course that's a long way away in time and space.

3. I haven't seen that slogan

or any other on a police car anywhere in a really long time.

4. Yes, that was the LAPD's slogan painted on every car...

...back in the days of Rodney King, and countless other similar incidents, under the direction of a police chief who publicly drew a distinction between blacks and “normal people.”

2. What a dick.

The article is interesting, they give definitions for levels 1 and 2 but not level 3. Guess at that point you should just stay inside.

5. From Ohio .gov weather safety website

Snow Emergency Classifications
LEVEL 1: Roadways are hazardous with blowing and drifting snow. Roads may also be icy. Motorists are urged to drive very cautiously.

LEVEL 2: Roadways are hazardous with blowing and drifting snow. Roads may also be very icy. Only those who feel it is necessary to drive should be out on the roads. Contact your employer to see if you should report to work. Motorists should use extreme caution.

LEVEL 3: All roadways are closed to non-emergency personnel. No one should be driving during these conditions unless it is absolutely necessary to travel or a personal emergency exists. All employees should contact their employer to see if they should report to work. Those traveling on the roads may subject themselves to arrest.
