State Takes Over York City Schools:


YORK CITY, Pa. —The fate of York City School District has been decided. A judge ruled Friday that the state will take over the district for three years effective immediately.

The judge's order names David Meckley as receiver. Meckley is the state-appointed recovery officer and has been overseeing the district's financial recovery.

Meckley advocates a total conversion of the district's eight schools into an all charter school district. As receiver, he assumes most powers of the York School Board except the power to levy and raise taxes.

Meckley's powers take affect immediately.

The attorney for the York City School District has filed an appeal.

This really bites it. Corbutt couldn't wait to hand over York schools to his money-hungry charter cronies. Wolf wanted him to hold off so he could restore funding.

would he have the power to fire Meckley and appoint another recovery officer? You know, one who does not advocate making this an all charter district?

Meckley has been appointed to a three year term until Dec. 2017 (in addition to the two years he has been planning this takeover!). If the district's appeal goes forward, there would be a stay. But it seems that the state can ask for the stay to be overturned. Wolf will be inaugurated soon, so I think that is unlikely. Stay tuned, I guess!

What happened to the concept of school choice. The residents of this school district will have no choice - it is either turn your kids over to a single for-profit corporation, or move out of the city.

By the way, the history of state takeovers of school districts in PA. and NJ has been miserable.
