Inmate pepper sprayed in genitals sues Lackawanna County prison

An inmate whom a former Lackawanna County prison guard pepper-sprayed in the genitals filed a federal lawsuit seeking damages for assault and other counts.

Scranton attorney Matthew Comerford filed suit on behalf of Damian Kellogg of Avoca in connection with the assault allegedly committed by Scott Blume on Sept. 24.

Blume was charged in November with simple assault and harassment and is awaiting trial in Lackawanna County Court. As of Dec. 14, he no longer works at the prison, said Joseph D’Arienzo, county spokesman. D’Arienzo did not indicate if Blume resigned or was fired.

D’Arienzo said the county has not been served with the suit, therefore he could not comment.
