Winners and losers emerge after South Carolina lawmakers strike $8 billion budget deal
COLUMBIA After weeks of negotiations, six South Carolina lawmakers finalized a compromise $8 billion budget that boosts education funding and adds officers to state prisons.
But it drops one major Charleston-area tourism project: money for the International African American Museum planned for the harbor waterfront.
Also, the Medical University of South Carolina did get money to bring back an adult burn unit, but not as much as proposed earlier.
With a long list of competing priorities and roughly $8 billion to play with in the general revenue fund, there were winners and losers in a budget year strained by $68 million in Hurricane Matthew cleanup costs and $150 million in already-promised spending on the state's ailing pension system.
