Sen. Judith Zaffirini has record-making session

Before the 2019 regular session of the Texas Legislature is too far in our rearview mirror (I miss ’em already. Should I seek professional help?) let’s pause to note some numbers, collective and individual.

Collective: 7,324 House and Senate bills were filed this year. Of those, 1,429 won approval in both chambers and were sent to the governor. As of Friday afternoon, he’d signed 508 into law, vetoed seven and allowed 34 to become law without his signature.

That last category is odd, isn’t it? An example of one Gov. Greg Abbott opted not to sign or veto: House Bill 3122, relating to the creation of the Fort Bend County Municipal Utility District No. 235. I’m guessing the governor, like me, had no strong feelings either way about Fort Bend County Municipal Utility District No. 235. I was similarly ambivalent about Fort Bend County Municipal Utility Districts Nos. 1-234.

Just under 20% of the bills filed this year won House and Senate approval. That’s comparable to 2017, when 18.3% of the 6,631 bills filed won approval, and 2015, when 21% of the 6,276 bills filed were approved.

So nothing too remarkable in the collective stats. But, turning to individual numbers, WE HAVE A RECORD! Or at least a claimed record. It comes from Sen. Judith Zaffirini, a Laredo Democrat and the bill-passingest, lawmakingest lawmaker of all time. Zaffirini, whose district includes parts of Austin, announced that she won approval this year for 127 of her bills, as she extended her consecutive vote streak to 64,330 since she arrived in the Senate back in January 1987.
