Texas crime rate and concealed carry

I've gotten into a "discussion" with a family member on FB who lives in TX. We were talking about the Wisconsin concealed carry law and the rash of shootings just in the past week or two. While there is no way to make a connection between concealed carry and these shootings (well maybe there is, but that has not been my point), she is saying that Texas' crime rate has gone down since concealed carry came to be. When I looked at some crime statistics, that DOES seem to be the case.

For those of you who know the state, what do you think? Is it safer?

All you ever hear from police at "personal safety" trainings is that having a weapon just means the attacker is more likely to turn it on the victim. So, is this a reverse? How are concealed carry weapons different?

That backlog is something. Is that how Walker is going to create a handful of jobs? Handling the backlog?
