MADISON, Wis. (AP) — Gov. Scott Walker is proposing an alternative pathway for people to become licensed as teachers in Wisconsin.

Walker on Thursday announced that he is proposing that people with work experience be allowed to take a competency test to gain a teacher license. Walker's spokeswoman says the Department of Public Instruction will be charged with creating a competency exam that will allow someone with "real life experience" to gain a teacher license.

Should strike. Let this asshole hire average joes. Maybe then the people of WI will see why they should have voted this moron out. And not only teachers, the whole administration should strike. Let the newbies figure it all out.

most schools now (and the Corrections agencies). It pits administrators-assistant principles. managers, principles against the lowly guards and regular teachers. The top brass are in Walker's pockets-they essentially hire and fire at will now. Moral is low--I know lots of folks who work in these areas.

at least from what I can see from this article. But not sure. I read through some of the comments. I so tire of the union busting comments or reference to them and teacher bashing is still in vogue.

....Senate Minority Leader Jennifer Shilling, D-La Crosse, said the proposals are "more about making headlines than finding real solutions" from a governor mulling a possible presidential run in 2016.

"Rather than getting distracted by presidential posturing, we need to work together and find real solutions that will create jobs, grow our economy and put Wisconsin on a path to success," Shilling said in a statement.

Initiatives outlined

The proposals in the two-year budget include:

Requiring drug testing of those applying for or receiving benefits from programs including unemployment insurance, FoodShare, Medicaid, Transform Milwaukee, transitional jobs and others.
A freeze on technical college tuition for students pursuing high-need occupations.
Increasing funds for technical education scholarships for high school graduates taking career and technical education courses.
Reduce time spent on Wisconsin Works from 60 months to 48, to "encourage more rapid placement in jobs."
Allow potential teachers with "real life" experience to become licensed to teach in grades 6-12 by passing a competency test.

Walker said the initiatives are aimed at helping job seekers qualify for the nearly 70,000 open positions posted on the Job Center of Wisconsin website.
Wisconsin's current unemployment rate is 5.2 percent, below the national rate of 5.6 percent.

Shilling said Walker's proposals don't address the need for more funding for technical schools.......

Okay ... there ALREADY are nowhere near enough openings in Wisconsin for the qualified teachers who live in the state. And now no qualifications are needed except LIFE EXPERIENCE???????

I truly want to hit every idiot in Wisconsin who thought Scotty was a good plan upside the head.

There are no words for how much this upsets me.

... no doubt to include one that only requires that some percentage of your teachers be licensed.

Meanwhile Federal schools will be held accountable to the federal standard.



The system is rigged, and they're rigging it further as fast as it can.

no details on what kind of degree.


Teacher Ed colleges at Wisconsin Universities--such as Oshkosh, Madison, etc. grant a Bachelor's degree already. I can only hope that this is what is needed. It is confusing that is for sure.

and competence in the subject field certified by test.

Anybody can teach, after all. It isn't as if there is some scientifically validated field of educational theory and practice to learn about, or as if knowledge of things like developmental psychology and learning theory could possibly matter here.

Governor Scott Walker’s budget proposal won’t be released until Feb. 3, but Thursday he announced how some of it involves the state’s workforce. One of his proposals involves teacher licenses. The state already has alternative ways for someone to earn a teacher license, but Governor Walker is proposing another way of getting one. It would allow someone who has experience in a certain field to teach that subject. Some already disagree with this proposal.

“At this point, nothing really surprises me,” said Lori Cathey, president of the Green Bay Education Association.

She is skeptical about the proposal because she believes it would hurt the state’s chances of getting quality teachers at a time when more teachers are needed. She says since the passage of Act 10 in 2011, many long-time teachers have left teaching.

“The quality would be definitely lower I believe because they don’t know how to teach, they know the content but they don’t necessarily know how to teach the content,” said Cathey.

According to Governor Walker’s office, under the proposal, candidates would need a bachelor’s degree and must pass a competency test to show their knowledge of the subject. Licenses would be granted for three years and could be renewed and those who receive licenses could only teach grades 6-12. The Wisconsin Department of Public Instruction would create that competency test......

Last week, Wisconsin Republicans came out with the bright idea that if public schools aren't meeting their standards, those schools should be forced to become private voucher schools.

As Scott Walker is trying to get some attention in his presidential bid, he's laying out parts of his platform in the upcoming state budget. One of his agenda items is to allow just about anyone to teach:

Anyone with “real-life experience” and a bachelor’s degree would be able to get a teaching license in any subject as long as they pass a test proving they are knowledgeable, under a budget provision Gov. Scott Walker announced Thursday.

The proposal would expand the non-traditional routes available to become licensed without an education degree. But many details weren’t disclosed Thursday, including whether it would call for any preparation for teaching, which is required in many of the current ways to get a teaching license without attending an education school.

Under Walker’s proposal, people with experience in fields they intend to teach could get licenses as long as they have a bachelor’s degree and demonstrate “that he or she is proficient in the subject or subjects that he or she intends to teach,” according to Walker spokeswoman Laurel Patrick.
